Workforce Innovation and Opportunity Act (WIOA) Local Plan

Employ Milwaukee, the workforce development board serving Milwaukee County, Wisconsin, develops and executes a comprehensive 4-year WIOA Local Plan as required by US DOL. The WIOA Local Plan​ outlines regional workforce development needs, provides labor market analysis and projections, establishes workforce program goals, defines governance structures and local policies, identifies service providers and locations, and conveys the performance and accountability measures for Wisconsin’s Workforce Development Area (WDA) 2. The WIOA Local Plan​ further defines the strategies and initiatives to increase workforce system efficiencies that ensure the continuing modernization of the workforce system and the creation of a customer-centered system in which:

  • The needs of business and workers drive workforce solutions;
  • Job Centers provide excellent customer service to all jobseekers and businesses;
  • Strong regional economies are supported; and
  • The local board’s vision and goals reinforce the priorities of the state workforce system.

WIOA Local Plan: Program Years 2016-2019

Program Year (PY) 18 Modification

As required by WIOA, Employ Milwaukee submitted Modification #1 to the 2016-2019 WIOA Local Plan to the Wisconsin Department of Workforce Development, which has approved the modification. Portions of the plan that have been modified are in red font, per the direction of the Wisconsin Department of Workforce Development.
